That's pretty weak evidence. First, it's a lone writer trying to sell books, liable to blow things up and outright lie. Second, the paraphrase doesn't even specifically say Bush believes this.

And googling around looking for actual quotes, what I find is this:

"People in the White House…actually object[ed] to giving the author J.K. Rowling a presidential medal because the Harry Potter books encouraged witchcraft."

That doesn't say anything about Bush himself. In fact it has one feature of a lie: it's too unspecific to be likely to be rebutted, let alone refuted. Some unnamed people in the White House...

Of course, maybe the book is more specific elsewhere, but if so I'd like to see those quotes.
